Information Security Doctrine Ukraine has come into force

The President of Ukraine has approved the Information Security Doctrine of Ukraine. One of its main objectives is to counter “the destructive information impact of the Russian Federation in the conditions of the hybrid war unleashed by it”.

The corresponding Decree of Petro Poroshenko has been published on the President’s website.The document comes into force on the day of its publication.
As stated in the document, the necessity of adoption of the Information Security Doctrine of Ukraine is caused by the emergence of topical threats to national security in the information sphere, as well as by the need to determine innovative approaches to formation of the protection system and development of the information space in conditions of globalization and free flow of information.

On signing the Doctrine, the President has enacted the National Security and Defense Council (NSDC) decision “On the Information Security Doctrine of Ukraine”.

“….The necessity of adoption of the Information Security Doctrine of Ukraine is caused by the emergence of topical threats to national security in the information sphere, as well as by the need to determine innovative approaches to formation of the protection system and development of the information space in conditions of globalization and free flow of information”, the press service of the President said.

As stated in the document, the Doctrine should ensure “the protection of Ukrainian society from the aggressive impact of destructive propaganda, primarily by the Russian Federation.”

Human rights activist Vladimir Yavorskiy is convinced that the Information Security Doctrine is not a concept of a free market of ideas and information that “are arteries of democracy and development of the country”.

“Blocking arteries leads to illness and backwardness. It is sad because it programs the country’s backwardness in all areas: science, education, art …”, he comments on his Facebook page.

“The government has planned to establish the technical possibility to block the Internet, as do not do democratic states that implements not many countries in the world. In fact, it is simply impossible for me to imagine such a document appearing in the US, therefore, we are so far from them”, he adds.
