Andrii Reva, Minister of Social Policy of Ukraine, made such statement at the meeting with Mrs. Hermine Poppeller, the Ambassador Extraordinary and Plenipotentiary of the Austrian Republic in Ukraine, according to the press service of the Ministry of Social Policy.
According to Reva, the problem lies within the fact that, as opposed to Crimea, which is legally considered an occupied territory, parts of Donetsk and Lugansk Regions are occupied de facto but legally no one recognizes that. Therefore, people residing on the parts of Ukrainian soil occupied by the terrorists are de jure living in the Ukrainian territory, yet they were left with no support from Ukraine.
“The residents of the occupied territories found themselves in a legal vacuum and basically became the hostages of the terrorists, which is why we addressed the people, urging them to leave the territories where we cannot safeguard social security” , Reva pointed out.
The press service reminds that, according to the official statistics, over 1 million 700000 people, including 965000 pensioners, have moved to the territory controlled by Ukrainian authorities.
The Minister underscored that social payments in the occupied territories can be restored only after the Minsk Agreements are fully implemented.
“As for resuming social payments in the occupied territories, the foundation for their restoration is laid down in the Minsk Agreements. Ceasefire is implemented, heavy weapons are withdrawn, elections are held, legitimate authorities resume their work, social payments are restored: such is the algorithm provided in the aforementioned Minsk Agreements. And resuming social payments in these territories is provided in paragraph 8 of the agreements currently in force. Subsequently, a complicated process of actualizing these international agreements in underway right now” , Reva said.
