NACP do not have access to e-declarations of employees of the Security Service of Ukraine

Members of Ukrainian National Agency on Corruption Prevention (NACP) do not have access to national security information, therefore, they can not verify e-declarations of the employees of the Security Service of Ukraine (SSU).

According to « Ukrayinska pravda » Natalia Korchak, Head of the NACP.

“Only those who have access to national security information should deal with such kind of declarations. There is no one in the NACP with such access”, said Korchak.

Thus, the NACP – an authority that should check data specified in the declarations regarding corruption features – does not have access to the declarations of the Security Service.

“The SSU has provided special sealed rooms, where electronic declarations of the officials are located. That is, employees of the SSU have filled in the electronic declarations, however, these declarations are physically located in the sealed rooms so far”, added Korchak.

“There are employees in the SSU who are in charge of counter-intelligence activities and the relevant law protects the information about such person and financing of their activities. Meanwhile, the SSU management and public workers do not fall under this category”, said Viktor Chumak, a co-author of the law “On Prevention of Corruption”.

The representatives of global civil society organization leading the fight against corruption, Transparency International Ukraine believe that the SSU’s position is contrary to the spirit of the law on electronic declaration. In addition, the lawyers of the NGO “Center for Combating Corruption” will challenge the classification of information on income of SSU employees in court.
