According to the order No. 1012 as of December 20, 2017, published on the government’s website in mid-January 2018, the strategy was adopted with the goal of forming a legal culture and legal consciousness in the society, raising the level of knowledge of citizens about the rights guaranteed by the Constitution and laws of Ukraine in various spheres of life, implementation and protection of such rights.

The result of the strategy’s implementation is the introduction of a systematic approach to raising the level of legal culture of individuals and society as a whole, building citizens’ respect for the law, humanistic legal ideas, universal and national legal values, overcoming legal nihilism, defining an effective mechanism for raising the level of legal awareness, support for ensuring free access of citizens to justice.

According to the research, Ukrainians value their rights and freedoms, although they are poorly oriented in the content and origin of human rights, mechanisms, and in general demonstrate a rather low level of willingness to take active steps to advocate for their rights.
