The State Support Program for the displaced students, the combatants and their children for the obtainment of vocational and higher education de facto is not working because of the lack of bylaws approved by the Cabinet of Ministers.
The site of the organization Donbass SOS claims so. Therefore, the students who are subject to the norms of the Act have prepared a written address to the Prime Minister of Ukraine Arseniy Yatseniuk with request to approve the target support programs:
Since, as of today, the Cabinet of Ministers of Ukraine has not yet approved the State Target Support Program, which would provide the procedure and conditions for providing the state target support for the obtainment of vocational and higher education provided by the law, and since the amendments to the State Budget, which would cover the financing of such State Target Program, were also not proposed for the consideration of the Verkhovna Rada of Ukraine, my educational institutional is not able to fulfill the requirements of the Act on providing the aforementioned state support, and I am unable to exercise my legal right to receive such support as provided by the law.
Donbass SOS reports that in 2015-2016 there have been several educational establishments that refused to afford the free accommodation at the dormitory to the appropriate groups of students. For now, the management of the campus of such educational establishments requires the students to pay off the cost of residence at the dormitories for the 2015-2016 academic year, because 7 months have already passed since the adoption of the Act, yet the Cabinet still has not fulfilled its norms.
The Act #425-VIII provides the state support for the obtainment of vocational and higher education for the displaced students, the combatants and their children, as well as children whose parents were harmed within the area of the Anti-Terrorist Operation during the fighting or armed conflicts or during the mass action of civil protest.
Such state support shall encompass: full or partial tuition payment at the expense of state or local budget funds, the preferential long-term loans for the obtainment of education, social scholarships, the free accommodation at the dormitory etc.
