That day the police officers detained and brought Mister S. in to the Chervonozavidske police station of the Comintern department of the Main Office of the National Police in Kharkiv Region.
The agency reports that the man was subjected to violence. On May 2, 2016, an ambulance was called and the man was hospitalized with a broken rib, bruises and other bodily injuries. The man claims to have been beaten up by the police officers.
“Despite the requirements of current legislation, the police officers began the investigation of this claim only on May 20, 2016. They also neither added this information to the Single Register of Pretrial Investigations, nor informed the Prosecutor of the aforementioned fact” , Ombudsman’s message says.
Furthermore, the Commissioner’s Office has accumulated materials that point to the fact that Mister S. was unlawfully detained and brought in to the police station and that the data on his detainment at the police station recorded in the registry was also incorrect. The materials also prove that the Regional Center for Providing Free Legal Aid was not informed of his detainment.
The Ombudsman’s Office plans to forwards appropriate response acts to the prosecuting authorities and to the Ministry of Internal Affairs of Ukraine.
